Portugal, Spain, and Mexico generally score well on both counts — established visa programs with defined dependent provisions, paired with cities (Lisbon, Barcelona, Mexico City) that have decades of international-school infrastructure behind them.
Newer visa programs — the Philippines and South Africa specifically — tend to have thinner publicly documented family provisions, simply because there's less real-world applicant precedent to draw on yet. Worth correcting a common assumption directly: Italy is not one of these, despite being a relatively recent program — its family provisions are actually broader than most on this site, explicitly including parents alongside a spouse and minor children, not just the immediate nuclear family.
