The UAE's Virtual Working Programme, launched in 2021, lets remote workers live in Dubai or elsewhere in the UAE while working for an employer or clients based outside the country — paired with the UAE's well-known personal income tax structure.
Requires proof of remote employment (a signed employment contract with a foreign company) or, for the self-employed route, proof of business ownership and income, above a published threshold. As of 2026, that's $3,500/month for employees and freelancers, or roughly $5,000/month for business owners, who additionally need to show at least a year of owning the company.
The UAE's program leans more heavily on employer documentation for employees than several Latin American or European alternatives, which tend to accept a broader mix of freelance client agreements.
