Croatia's program explicitly supports family members joining the primary applicant via family reunification, though the main applicant's permit must be approved first — it's not a simultaneous joint application. Each additional family member adds roughly 10% of Croatia's average net salary (about €145) to the income requirement. One real catch: family members don't automatically get the same tax exemption the main applicant does.
